Nepal’s political crisis rapidly becoming a humanitarian problem, European Union on Tuesday became the latest to call for dialogue. In a statement from Kathmandu, European countries asked Nepalese political parties to work out a ‘prompt solution’ to an evolving problem that could become a serious crisis in the coming winter. This is in line with the position India has taken that Nepal could work out an agreement amongst themselves that would end the protests in the Terai and craft a more equitable constitution for Nepal. The three big parties in Nepal -Nepali Congress, UML and the Maoists -reportedly held their first round of formal talks with Madhesi parties, who call themselves Joint Democratic Madhesi Front. The government team led by forest minister and Nepali Congress leader Mahesh Acharya includes UCPN-Maoist leader Narayan Kaji Shrestha and CPN-UML leader Agni Kharel as members. Kathmandu sources said the Nepal cabinet, which includes the big parties, had reportedly agreed on an amendment to the new constitution which would make changes in the constituency delimitation and proportional inclusion for Madhesis. This change, while it was accepted in the cabinet will have to be brought in the new parliament to be passed by two-thirds majority .
